I hate that we have to do this, but I also think we have to do this. It's worth thinking about how we got a treating banning the use of poison gas in warfare, a treaty honored even by the Nazis. And it's because both sides used poison gas in WWI, making it clear that there was no advantage to be gained. Not saying partisan gerrymandering is poison gas, just that if you want to send the message "no advantage to be gained", that's what California and Virginia just did, loud and clear.
